Israeli Prime Minister Benjamin Netanyahu anounced his country has offered the International Committee of the Red Cross "medical assistance for the Iraqi and Iranian victims" of this week's earthquake.
Neither Iran nor Iraq has diplomatic relations with Israel. It wasn't immediately known whether the offer was accepted.
Israel also offered help fourteen years ago, in the aftermath of another devastating earthquake, which hit the Iranian city of Bam. At the time Iran rejected the offer.
Netanyahu made the comment during a live Q&A with a gathering of the Jewish Federations of North America in Los Angeles .
The Israeli leader said his country has "no quarrel with the people of Iran" and wants to help the people despite the activities of their governments.
He added: "Our quarrel is only with the tyrannical regime that holds them hostage and threatens our destruction."
On Tuesday, Iran's Foreign Minister Mohammad Javad Zarif said that at the present time Iran has sufficient internal resources to deal with the humanitarian situation.
